According to the San Francisco Human Rights Commission (SFHRC) report, "A Human Rights Investigation into the Medical 'Normalization' of Intersex People," the SFHRC had been working with intersex activists since 1998 to identify "civil rights abuses" of intersex children and adult survivors. 

In May 2003, the SFHRC and the Lesbian Gay Bisexual Transgender Task Force (LGBTAC) convened the Intersex Task Force to further that work.
